Implementation of the agreement by all Member States will be evaluated every five years, with the first evaluation in 2023. The result will be used as an input for new national contributions from Member States.  The inventory will not be national contributions/achievements, but a collective analysis of what has been achieved and what remains to be done. Climate change is a global emergency that transcends national borders. This is an issue that requires coordinated solutions at all levels and international cooperation to help countries move towards a low-carbon economy. INDE has addressed the challenges of eradicating poverty while reducing greenhouse gas emissions. About 24% of the world`s population without access to electricity (304 million) lived in India. Nevertheless, the country planned to “reduce the intensity of its GDP emissions by 33-35% by 2030” from 2005 levels. The country has also attempted to buy about 40% of its electricity from renewable energy sources, not fossil fuels by 2030. INDC found that implementation plans would not be affordable from national resources: it estimated that it would take at least $2.5 trillion to implement climate change measures by 2030. India would achieve this through the transfer of technology (transfer of capacity and equipment from the most developed countries to less developed countries [LDCs]) and international funding, including support from the Green Climate Fund (an end-to-end investment support program in low-emission technologies and the development of populations vulnerable to the effects of climate change).
The initial commitment period of the Kyoto Protocol was extended until 2012. This year, at COP18 in Doha, Qatar, delegates agreed to extend the agreement until 2020 (without some industrialized countries withdrawing). They also reaffirmed their commitment made at COP17 in Durban, South Africa, in 2011, to create a new global climate treaty by 2015 that would require all major emitters not included in the Kyoto Protocol, such as China, India and the United States, to reduce their greenhouse gas emissions. The new treaty – which was to become the Paris Agreement – was to completely replace the Kyoto Protocol by 2020. However, the Paris agreement came into force earlier than expected in November 2016. In the end, all parties recognized the need to “prevent, minimize and address losses and damages,” but in particular any mention of compensation or liability is excluded.  The Convention also takes up the Warsaw International Loss and Damage Mechanism, an institution that will attempt to answer questions about how to classify, address and co-responsible losses.  The process of transposing and implementing the Paris Agreement has been abolished. The commitment of least developed countries (LDCs) is an example. The LDC Renewable Energy and Energy Efficiency for Sustainable Development initiative, known as LDCs REED, aims to bring sustainable and clean energy to millions of energy-hungry people in LDCs, improve access to energy, create jobs and contribute to achieving sustainable development goals.  The level of NCC set by each country will determine the country`s objectives.
However, the “contributions” themselves are not binding under international law because of the lack of specificity, normative nature or language necessary to establish binding standards.  In addition, there will be no mechanism to compel a country to set a target in its NDC on a specified date and not for an application if a defined target is not achieved in an NDC.   There will be only a “Name and Shame” system  or as UN Deputy Secretary General for Climate Change, J. Pésztor, CBS News (US), a “Name and Encouragement” plan.  Since the agreement has no consequences if countries do not live up to their commitments, such a consensus is fragile.
